Dr. Julien Nocetti is an Associate Research Fellow at the Russia / Eurasia and the Geopolitics of Technologies Centers of the French Institute of International Affairs - Ifri. He also lectures in international relations and strategic studies at Saint-Cyr Military Academy. Julien Nocetti was a Research Fellow at Ifri from 2009 to 2019. Within Ifri’s Russia / Eurasia Center, his research dealt with Russian foreign policy, particularly in the Middle East. He is also an expert on Russia’s Internet policies, both from a top-down and bottom-up approaches.

Julien Nocetti specializes in global digital/cyber issues as well. His research covers the intersection between global Internet governance, cyber security, and international relations. His most recent publications focus on the geopolitics of data and artificial intelligence; information warfare; and the global governance of cybersecurity. On all of these issues, he regularly speaks at conferences throughout Europe, Russia, and the Middle East, and publishes op-eds in international media. He holds a PhD in Political Science from the National Institute for Oriental Languages and Civilizations (INALCO).
