China believes its near-monopoly gives it leverage over the US but supply cuts would spur rival producers.


“I think this is an attempt by China to cause second thoughts in Washington in hopes of moderating what has become a very aggressive US position towards China on all fronts,” says John Seaman, research fellow at the Institut Français des Relations Internationales in Paris.
