Cyber technology challenges conventional mechanisms of deterrence and conflict management.

It is difficult to detect, evaluate and attribute responsibility for cyber attacks. The problem of ascribing responsibility for an offensive action and potential retaliation is made even more complex since non-State parties have access to a vast arsenal of cyber arms. A large-scale cyber attack could trigger rapid escalation and lead to conventional strikes.
