Biography:
Alexey Valentinovitch Ouliukaev leads the Ministry of Economic Development of the Russian Federation since June 2013. From 1991 to 2013, he has successively been Economic Counsellor of the Government, Vice-President of the Institute of the Transition Economy Problems, Vice-Minister of Finance and First Vice-President of the Central Bank of Russia. He holds a PhD in Economy from the State University of Moscow and from the University Pierre Mendès France (Grenoble). He is the author of several books on the Russian economy.
