Diplômé de Sciences Po Paris, Hans Stark a réalisé une thèse de doctorat en sciences politiques consacrée à la politique européenne de l’Allemagne et soutenue en 2001 à la Sorbonne (Université Paris I). En 2011, il a obtenu l'habilitation à diriger des recherches de l'Université Lille 3 en études germaniques.

Hans Stark a été secrétaire général du Comité d’études des relations franco-allemandes (Cerfa) à l’Institut français des relations internationales de mars 1991 à mars 2020. Depuis mars 2020, il est conseiller pour les relations franco-allemandes à l'Ifri, où il consacre l’essentiel de ses travaux à la politique étrangère et à la politique européenne de l’Allemagne. Il enseigne parallèlement à l’Université, d’abord en tant que chargé de cours à Sciences-Po (depuis 2002), puis en tant que maître de conférences à l'Université Paris 3 Sorbonne Nouvelle (entre 2005 et 2012). En 2012, il a été nommé professeur de civilisation allemande contemporaine à Sorbonne Université.

Hans Stark graduated from the Institut d’études politiques de Paris (SciencesPo) in 1987, majoring in International Relations and achieving a Diplôme d’études approfondies (DEA) in Soviet and Eastern European Studies in 1990. He holds a PhD in political sciences from the Panthéon-Sorbonne University (2001) that focused on German European politics. In 2011 he obtained his habilitation at the University of Lille 3 in German Studies.

Since 1991 Hans Stark has been Secretary General of the Study Committee on French-German Relations (Cerfa) at the French Institute for International Relations (ifri) where his main interests are German foreign politics and German European politics. At the same time he teaches at University, first as lecturer at Sciences-Po (since 2002), then as Senior lecturer at the University Paris 3 Sorbonne Nouvelle (2005-2012). In 2012 he was appointed Professor of Contemporary German Civilisation at the University of Paris-Sorbonne.

He is part of the editorial board of the periodicals Politique étrangère and Allemagne d’aujourd’hui and member of the research laboratory SIRICE of the Sorbonne and of the advisory committee at the Genshagen Foundation.

Hans Stark ist Absolvent des Institut d'études politiques de Paris (IEP, Bereich Internationale Beziehungen). Er ist Doktor der Politikwissenschaft der Universität Paris I-Sorbonne und habilitierte an der Universität Lille 3 - Charles de Gaulle (Germanistik).

Seit 1991 leitet er das Generalsekretariat des Cerfa, und seit 1989 ist er Forscher des IFRI. Er unterrichtet ausserdem seit 2002 am IEP, sowie zwischen 2005 und 2012 an der Universität Sorbonne Nouvelle. Seit 2012 ist er Professor für zeitgenössische deutsche Landekunde an der Universität Paris-Sorbonne.
