The nature of Russia’s resort to cyber and information instruments reflects a specific conception of the Internet. Conceived of as Moscow’s asymmetric response to the West’s conventional superiority, the use of cyber through hackers and trolls seems to be now mastered and well institutionalized within the Russian security and defense apparatus. Contributing to blurring internal and external threats, cyber will continue to be used by Russia in its relations with the West while imposing itself as a significant « resource » in the hands of the Kremlin.
