While climate change is already producing devastating effects, climate negotiations so far have been largely unsuccessful.

Although each country must make an effort, richer countries have a moral obligation to lead by example since they carry more responsibility for the amount of CO2 currently present in the atmosphere, and because the countries in the south also have the right to develop. In other words, the notion of fairness should be at the heart of the Paris conference.
