Since Copenhagen, negotiations have been in stalemate. Progress can only be made if there is a significant attempt to create a transnational carbon market.

In a globalised economy, decisions are made based on price indications and market values. Climate protection by itself does not figure in this calendar. The Paris conference must therefore bring economic incentives and international carbon pricing to the center of discussions.
