Philippe Moreau Defarges, born in 1943, is a former French diplomat and senior fellow at the French Institute of International Relations - IFRI. From 2002 to 2015, he co-edited its yearly survey RAMSES.
Philippe Moreau Defarges has taught International Relations and Geopolitics at Université de Paris-II Panthéon-Assas, and the Institute of Political studies (SciencePo), Paris. He is a graduate from the École nationale d'administration (ENA).
