The frameworks—the tools we used to make sense of the world and try to organize it—are fading away one by one. How can we reshape and redefine them? Can the European Union—conceived for a different era—still play its role, and if so, what role? How does Trump’s America fit into the global landscape? And how are new technologies transforming both the fabric of our societies and the conditions of their international coexistence?

« We are on the brink—perhaps even beyond the brink—of another world; everyone can feel it. We are still in the midst of the storm of transition. Is there still time to try to imagine this new world? » (Dominique David)

Three main topics for 2027

  • Where is Europe heading? The European project was conceived in a world that no longer exists. How can the European Union adapt to a new international landscape? Does it have the means to meet the many challenges it faces—enlargement, the technological race, the climate transition, security, and more?
  • Trump's Americas. The Trump administration’s policies and rhetoric place the Americas—the “Western Hemisphere”—at the forefront, once again subject to a revised Monroe Doctrine. What does this stated stance on the world—which the second Trump presidency is attempting to impose—tell us, particularly with regard to China?
  • The Technological Divide. New technologies—symbolized by the emergence of Artificial Intelligence—are transforming both international relations (actors, the race for power, forms of dialogue, etc.) and the internal workings of societies, particularly democracies. Is regulation even conceivable?

In the eye of the storm, Ramses 2027 explores three main topics – Where is Europe heading?; Trump's Americas; The Technological Divide – and an overview of current global crises: conflicts in the Middle East and Eurasia, democratic uncertainties, threats to critical and strategic chokepoints, energy and defense resilience…

The success of a reformed European Union is not only in the interest of its current and future members. It is in the interest of all nations around the world that do not wish to be forced to pledge allegiance to one or the other of today’s or tomorrow’s superpowers.
