Practical information
Grexit, Brexit, refugee crisis, breaches of fundamental rights and rise of populism: the European Union is facing many challenges linked to an increasing Euro-scepticism feeling among Europeans.
However, the European project is built upon principles such as human rights, equality and diversity that should be at the heart of an active and inclusive European citizenship.
How can city representatives play a role to reconnect citizens with Europe? How can cities better contribute to European policies? How can Europe support citizenship and inclusion policies at city level?
In order to address these questions, and the French Institute of International Relations organize a conference which brings together key representatives from 6 multicultural cities in Europe – Amsterdam, Athens, Birmingham, Budapest, Lisbon and Paris – for a discussion about the role of city representatives for a more inclusive democracy in Europe.

This conference is organised as part of the “Making of Citizenship” project by the French institute of international relations (Ifri) in partnership with the Calouste Gulbenkian Foundation, the French network of institutes of advanced study, the University of Warwick and the University of Amsterdam, and with the support of the “Europe for Citizens” programme of the European Union.

Amidst soaring defense spending, higher borrowing costs, erosion of energy intensive industries, renewed energy price hikes and possibly physical shortages, the European Union and its Member States are again struggling to stabilize the European economies. Governments are tempted by uncoordinated, short-term moves while in Brussels, there is a struggle between the “more of the same” and the “scrap it largely” approaches to the transition.
Geopolitical stakes of the New Moon race
As the United States, China, and India solidify their lunar ambitions, Europe is still seeking to define its stance: should it be a reliable partner or an autonomous strategic player? This conference will examine the stakes of this new race to the Moon and Europe’s interest in asserting itself as a lunar power through partnerships, industrial ambitions, and whether its participation in the new lunar race serves as a lever for strategic autonomy and internal cohesion, or an illustration of its dependence.
