Piracy and armed robbery at sea are a threat to security in the hydrocarbon-rich Gulf of Guinea.

None of the states in this region have the means to take action alone. A framework of maritime security is being drawn up in the region, but there are still plenty of obstacles. Western countries and China are trying to bolster the capacity of local navies and coast guards. However, this is avoiding the real source of the problem, which is of a socioeconomic nature.
