The return of high-intensity warfare to Europe, the intensification of great-power rivalries, the proliferation of hybrid threats, and the persistent risk of terrorism: the world has entered an era of confrontation in which information — and the ability to control and exploit it — has become a weapon in its own right.
In this context, intelligence has become a central instrument of sovereignty. For France and Europe, the challenge is twofold: to preserve an autonomous capacity for assessment and action, while strengthening cooperation in a strategic environment marked by profound uncertainty.
Ifri is pleased to welcome Nicolas Lerner, Director General of the Directorate-General for External Security (DGSE), who will discuss the major threats facing France, the evolution of foreign intelligence missions and capabilities in response to technological and geopolitical change, and the role of the DGSE in defending French interests and helping build a more resilient Europe.
