Faced with the war in Ukraine and geopolitical instability in Europe amid a turbulent transatlantic environment, Germany has embarked on a major shift in its defense policy, with a significant increase in military spending, the modernization of the Bundeswehr, and debate over a possible return to compulsory military service.
These developments are not limited to the strategic and capability frameworks; they also raise fundamental questions for German society regarding its priorities, its relationship to collective security, and the engagement of its citizens.
How can security imperatives be reconciled with democratic debate? What future awaits the Bundeswehr in an unstable world, and what consequences will this have for the German population?
