Biographie En

Commander Rémi Balme is a research fellow at the Center for Security Studies (CES) at Ifri and a member of the Defense Research Unit. An active-duty officer in the French Navy specializing in marine engineering, his career spans operational experience across both the submarine and surface forces, expertise in operational readiness and maintenance, and high-level central staff responsibilities.

He has taken part in numerous national and coalition operations, as well as state maritime action missions across most major naval theaters—including the Atlantic, the Indo-Pacific, and the Mediterranean. A graduate of the French Naval Academy (École navale) and a 2020 graduate of the French Joint Staff College (École de guerre), he served as commanding officer of the Papeete Naval Base, contributed to junior officer training, and managed human resources and budget programming at navy headquarters.

At Ifri's Center for Security Studies and Defense Research Unit, his research focuses on global maritime and naval issues as well as strategic foresight. In this capacity, he co-organizes the Paris Naval Conference, fostering stronger ties between the strategic research community and the French Navy.
